The concept of Starówka complex was founded in reponse to the needs of revitalization of one part of the Old Town in Stargard Szczeciński. This investment is designed to start the process of rebuilding the Old Town landscape and restore the representative character of St Mary's Church and the Old Town environment. Residential building and commercial in one place will help to create the "new center of the city". The shopping mall will be a part of this task, with commercial premises on the ground floor and apartments situated above them.

The general idea during the concept development was to maintain the principles of urban and architectural composition before 1945.
